Reporting Services Hangs

Lately we started having problems with our reporting services
hanging the first time a user tries to pull up a report after a report
server shutdown. When report server is in a "hung" state I can see
that there is a worker process in memory but the report server doesn't
return a report. The only thing that has changed is the upgrade from
Windows 2003 SP1 to Windows 2003 SP2. I am wondering if anyone else
have heard of a similar issue.Just so I am clear. When I say report server shutdown I mean report
web server shutdown like when you recycle the worker process for
reportserver.
